How to buy property in Cyprus as a non-EU citizen

A non-EU citizen can buy property in Cyprus with permission from the District Administration where the property is (form COMM 145, no fee, about 2–3 weeks). The permission covers one plot of up to 4,000 m² for your own home, or up to two units; a couple counts as one buyer. Buying does not by itself give residency.
