5. Your side: permission, funds and protection
- Non-EU buyers need permission from the District Administration to acquire property (Cap. 109). The permission is limited to one home plot or two units per buyer. A couple counts as one buyer. Stricter rules have been announced but not yet enacted (October 2026).
- Source of funds: banks, lawyers and agents must verify where the money comes from. Have bank statements and transfer records ready.
- Tax ID: buyers need a Cyprus tax identification number.
- Deposit the sale contract at the Land Registry within six months of signing. This protects your right to have the property transferred to you.
- Staged payments on off-plan purchases should be tied to construction milestones, with the developer’s bank consent in writing.
6. Extra checks for commercial property
- Permitted use: planning permission must cover what you will use it for (shop, office, restaurant, clinic, warehouse).
- Leases in place: rent, term, indexation, break options, who pays which costs, deposits, and the tenant’s payment record.
- Licences and safety: fire service certificate, accessibility, and any trade licence that is tied to the premises.
- Income check: compare the stated rent with signed leases and bank receipts. Treat vacancy and arrears as costs.
- Buying the property or the company: a share purchase brings the company’s history with it. Take tax advice before you choose.
7. The price
- The asking price is not evidence. Neither is the General Valuation figure on the Land Registry record: that figure exists for tax and is not a market price.
- Independent valuation: an RICS Registered Valuer compares actual registered sales, adjusts for the property’s condition, permits and title position, and puts the market value in writing. Banks require one anyway if you borrow.
- Technical survey: on older buildings, have an engineer or surveyor check the structure, damp, roof and services.

How much does a Land Registry search certificate cost?
A small fee per search (around €10 for one district at the time of writing), paid at the District Lands Office or through the DLS Portal.
Can I buy a property that has no separate title deed?
Yes, and many new-build sales are made this way. You need the contract deposited at the Land Registry, the developer’s bank consent or release, and confirmation of what is still missing before the title can be issued.
Is stamp duty still payable on a sale contract in Cyprus?
No. Stamp duty was abolished for documents signed from 1 January 2026.
Do EU citizens need permission to buy property in Cyprus?
No. EU and EEA citizens buy on the same terms as Cypriots. Non-EU buyers need permission from the District Administration.
